Chief Deputy Leighton Filiatrault and Taylor Rafter from St. Lawrence County Completes Statewide Training Program

Albany, NY– Fifty deputy sheriffs and civilian staff from Sheriff's offices around the state attended the New York State Sheriff's Institute civil school held recently in Albany, New York. Including Chief Deputy Leighton Filiatrault and Taylor Rafter. Chief Deputy Filiatrault completed both week 1 & 2 of the training program offered each year by the Sheriffs’ Institute. Taylor Rafter, a member of the Sheriff’s Office Civil Staff, completed week 1 of the program.

All Sheriffs have civil law enforcement functions, including the service of process and enforcement of judgments and other court orders and mandates. The school provides participants with training in the latest advances in civil law enforcement and a forum to discuss current civil law enforcement issues and share best practices.

The Sheriffs’ Institute is a not-for-profit corporation formed in 1979 to advance criminal justice education, prevent juvenile delinquency, and support victims of crime and their families. The Sheriff’s Civil Division is one of the Sheriff’s state mandated duties.Its primary function is to be a neutral party that oversees the civil enforcement process in accordance with NYS laws, for which the Sheriff creates policy. This office administrates various enforcement instruments, such as income executions to satisfy money judgments, or warrants of eviction after summary proceedings.In addition, this office serves a large volume of civil process for any requesting party, including courts, attorneys and private individuals.Historically, this office handles over $2,000,000 a year, a portion of which helps offset its operating costs.
