Ms. STEFANIK. Madam Speaker, I rise today to honor the incredible work of the Morrisonville Fire Department, Beekmantown Fire Department, Plattsburgh City Fire Department, Morrisonville EMS, and the N.Y. State Troopers who saved the life of fellow first responder, fireman Bill Todd.

On September 3, 2021, Morrisonville firefighter and lifetime member Bill Todd rushed into action after being called to the site of a fatal three-car crash. First responders from several departments quickly arrived at the site of the crash in Beekmantown and began to assist rescue efforts. During the emergency response, fireman Bill Todd collapsed, suffering a near-deadly heart attack. His fellow first responders instantly rushed to his aid, beginning CPR and shocking Mr. Todd twice with an AED. Once he was revived, Mr. Todd was brought to the University of Vermont Health Network and was then transferred to Fletcher Allen Health Care in Vermon for open-heart surgery.

After his open-heart surgery, Bill Todd spent time recovering in the hospital. When he returned home to Morrisonville in October, he was welcomed back with a surprise parade put on by crews from Morrisonville Fire, Morrisonville EMS, Cadyville Fire, Beekmantown Fire, District 3 Fire, Peru Fire, and South Plattsburgh Fire. Todd's family, neighbors, and friends greeted him with applause and cheers.

Bill Todd's fellow first responders went above and beyond that day and ultimately saved the life of another hero. The service of these incredible first responders can never be understated. I would like to thank the brave first responders who saved Mr. Todd's life that day, including Ted Gordon, Kevin Randall, Gary Brown, Nicholas Paine, Conrad Lavarnway, Ryan Sponable, and Ryan Williams. The actions of these brave first responders represent the exceptional service and commitment to community in the North Country.

On behalf of New York's 21st District, I would like to thank these first responders for their lifefesaving actions and their commitment to safeguarding the community every day.
