Assemblyman Scott Gray (R-Watertown) recently released an episode of his podcast, “The Gray Area,” where he discussed significant legislative bills as the New York Assembly nears the conclusion of its 2025-26 session. He urged constituents to consider the potential impacts of these proposals on families, small businesses, and consumers.

One key bill discussed was the HEAT Act, which aims to cap energy cost increases for low-income households at 6%. Gray expressed concern that this could transfer financial burdens to middle-income families and small businesses. “The HEAT Act looks good on the surface, but what it’s going to come down to is a possible shift in cost. If 30% of New Yorkers are protected from rising costs, the other 70% will be left picking up the tab,” he stated.

Gray also highlighted issues with proposed changes related to electrification under this bill. The current “100-foot rule” requires utilities to provide gas hookups within 100 feet of a main line; however, new proposals may require homeowners to cover electrification upgrade costs even if their homes aren’t ready. He commented on rising utility bills driven by grid modernization: “Grid modernization driven by the Climate Leadership and Community Protection Act is already driving utility bills higher. The HEAT Act is another mechanism that will increase costs.”

Another focus was the Packaging Reduction and Recycling Infrastructure Act, previously known as the Extended Producer Responsibility Act. Although intended to reduce single-use plastics, Gray criticized it for not considering advanced recycling technologies and potentially increasing consumer costs. “Any time you increase operating costs for businesses—especially those in the food industry—those costs get passed on to consumers,” he noted.

Gray also anticipates legislation concerning correctional oversight within New York’s prison system before the session ends. He invited constituents to engage with upcoming advocacy events at the Capitol: “We’re going to be going full-on until the end of June, and we’ll keep you posted as legislation continues to unfold.”
